Laragon New PHP

Install laragon

Goto https://laragon.org/download/
Download Download Laragon - Full

How to install Old PHP versions

Goto https://windows.php.net/downloads/releases/archives/
Download php-7.1.9-Win32-VC14-x64 or what ever version you need.
Find php dir from Laragon menu.
Extract new version to php directory
Select the new php version

Composer issue

There's an issue with new composer not accepting php 7.2 or lower. To fix it follow:

Select PHP 8.1 from laragon menu
Select Terminal
Run composer self-update --2.2
Close terminal
Select PHP 7.1 from laragon menu
Open Terminal again and it should be working now.

Install Nodejs (optional)

Go to https://nodejs.org/dist/latest-v6.x/ or https://nodejs.org/dist/
Download node-v6.17.1-win-x64.7z or the version that you need.
just like in php. Unzip the nodejs file in C:\laragon\bin\nodejs
Using Laragon menu. Select Nodejs version
