Based on my searches, here's a concise breakdown:

YouTube (Full-Length + Shorts)

Account Requirements:

  • Go to youtube.com/verify with phone (SMS or voice call) — takes ~2 minutes
  • After you verify your account, you'll need to upload your video again
  • No account age requirement, just good standing (no strikes)

Upload Limits:

  • Unverified: 15 min max
  • Verified: up to 12 hours or 256 GB, whichever is less

Shorts:

  • You can now create YouTube Shorts up to three minutes in length (as of Oct 15, 2024)
  • Vertical/square aspect ratio required
  • Any Short that is over one minute in duration with an active Content ID claim of any type will be blocked globally on YouTube
