Based on my searches, here's a concise breakdown:

YouTube (Full-Length + Shorts)

Account Requirements:

  • Go to youtube.com/verify with phone (SMS or voice call) — takes ~2 minutes
  • After you verify your account, you'll need to upload your video again
  • No account age requirement, just good standing (no strikes)

Upload Limits:

  • Unverified: 15 min max
  • Verified: up to 12 hours or 256 GB, whichever is less

Shorts:

  • You can now create YouTube Shorts up to three minutes in length (as of Oct 15, 2024)
  • Vertical/square aspect ratio required
  • Any Short that is over one minute in duration with an active Content ID claim of any type will be blocked globally on YouTube

Content (Political/Genocide stats):

  • YouTube is allowing content containing political, social, and cultural issues that would have been subject to removal under previous guidelines to remain on the platform
  • Criticism of Trump: Allowed. Factual negative statements are fine.
  • Genocide statistics: Allowed if factual/documentary in nature
  • Prohibited: voter suppression content, false candidate eligibility claims, technically manipulated footage

LinkedIn

Requirements:

  • Maximum video duration: 15 minutes when uploading from desktop and 10 minutes when uploading from the LinkedIn mobile app
  • Max file size: 5GB native, 200MB for ads
  • No account age/verification requirement for basic posting

Why Your Option Disappeared: Per Substack's help: If you don't see the Edit button or the option to upload two clips, it likely means no clips have been generated for this specific video

Possibilities: video too short for AI to extract clips, processing delay, or connection needs re-authorization in Settings → Connected Accounts.

Content:

  • LinkedIn is amending its acceptable content policy to include potentially-offensive materials that have probative news or historic value
  • Factual political criticism and genocide statistics are generally allowed
  • Hate speech, symbols, and groups are prohibited — but factual/documentary content is different from hate speech

Quick Action Items

  1. YouTube long video: You verified — now re-upload the video from YouTube Studio
  2. LinkedIn clips missing: Check Settings → Connected Accounts, reconnect if needed; verify clips were generated for that specific video
  3. Content: Factual criticism of public figures and documented genocide statistics = allowed on both platforms
