두 개의 ruleset 파일을 하나의 단일 파일로 통합하되, MECE(Mutually Exclusive, Collectively Exhaustive) 원칙을 철저히 적용하세요.
요구사항:
1. **중복 식별**: 유사하거나 동일한 규칙은 하나로 통합하되, 의미는 보존할 것.
2. **상호 배타성 보장**: 규칙 간 의미나 범위가 겹치지 않도록 정리할 것.
3. **완전성 보장**: 두 파일의 모든 고유 규칙을 포함할 것.
4. **명확한 구조화**: 규칙들을 논리적 섹션/하위섹션으로 구분하고 번호를 매길 것.
5. **모호성 제거**: 애매하거나 충돌되는 규칙은 일관되고 명확하게 다시 작성할 것.
6. **결과물 형식**: Markdown 문서 형식으로 최종 단일 ruleset을 출력할 것.
