TIER HPBs

Keep track of Alberta's Technology Innovation and Emissions Reduction (TIER) system high-performance benchmarks (HPBs) publicly based on Schedule 2 of the TIER Regulation and Ministerial Orders. Note: years in header should be interpreted as Compliance Year (CY).

This note is not legal or regulatory advice and only intended to be used for improving the transparency of the TIER system to the best of the author's ability. Please contact the author if you notice any information is incorrect.

Changelog

  • v1.8: December 2025 TIER Reg adds direct investing approach. TIER Reg compiles all HPBs for the first time ever. In this doc, fixed my error with capturing 2023 Reg change to hydrogen HPBs
  • v1.7: April 2024 M.O. 08/2024 Declining HPBs defined for pulp, refining, and upgrading (omitted in M.O. 03/2024). Softwood and hardwood pulp HPBs combined? Continuing tracking in softwood row
  • v1.6: January 2024 M.O. 03/2024 declining HPBs defined until 2030; M.O. 43/2021, 07/2022, and 20/2022 are repealed
  • v1.5: 2023 TIER Reg change introduces tightening rates for electricity, hydrogen, and industrial heat HPBs
  • v1.4.1: May 2022 M.O. 20/2022 introduces refining HPB
  • v1.4: February 2022 M.O. 07/2022 adjusts oil sands mining and upgrading HPBs for CY 2022, changed table to reflect year of HPB introduction/adjustment other than 2020
  • v1.3: June 2021 M.O. 49/2021 adds upgrading HPB
  • v1.2: April 2021 M.O. 43/2021 adds canola oil, ethyl alcohol, granular urea, sub-bituminous coal, and adds a significant digit to the bituminous coal HPBs
  • v1.1: CSV instead, separated out changelog
  • v1: 2019 TIER Reg
