SWU Policy Clarifications

Star Wars Unlimited Policy Clarifications

Revised Policy Clarifications Page to be used with new CEG policy document as of 2025-12-09.

Submitted Revisions

  • In the table of contents, section 5.1.1 is indented further than other section headers
  • In the table of contents, section 5.1 "Minor Unsporting Conduct" has an extraneous 6 at the end.
  • Page 6 - Link to the CR doesn't work. Missing a hyphen between "to" and "play" in the URL
  • Page 25, section 5.2.5: " Each player chooses exactly two cards from their hand, puts them into play as resources, and readies them." - this is technically different from the CR which says the resources are put into play ready.
  • Page 26, section 5.2.6 "If the game is incomplete at the end of additional turns" Additional turns could be a reference to the player turns during the action phase, but is more properly "at the end of the additional action phase".
  • Page 36, Hidden Information, fourth bullet point says "during a draf" instead of "during a draft"
  • Page 38 - there is an extraneous "r" at the end of the first line of the second bullet point. There is an extraneous "]" at the end of the first line of the third bullet point.
  • Page 40 - Text is cut off. Currently says "game state must remain clear to both players at all times." and should say "Players may deviate from this layout only with the express approval of their opponent, and the game state must remain clear to both players at all times" (missing in bold)
  • Page 40 - TR Section 8.2 says "Bribery, Collusion and Wagering". The infraction in the CPG is "Bribery, Collusion and Gambling". Section 8.2 should be updated to match the CPG.
  • Page 43 - Includes release dates for SEC and IBH, both in the past
  • Page 44 - Text is cut off. Currently says "If a player loses game one of the match, they may choose to play the same deck in game two or to play" and should say "If a player loses game one of the match, they may choose to play the same deck in game two or to play their other available deck. The winner of game one will only have one available deck to play." (missing in bold)
  • Page 48 - Does not include Spark of Rebellion as a legal set for Twin Suns, and does not account for SEC DJ as a Twin Suns leader.
  • Page 49 - "Players agreeing to divide up prizes between one or more players, outside of the event’s prize structure, often referred to as “prize splitting” is a form of collusion and is not acceptable." is duplicated in section 10.2 and should not be included.
  • Page 51 - Text is cut off. Currently says "Despite not being paired by seed, the player with" but should say "Despite not being paired by seed, the player with the higher seed chooses which player starts with the initiative for game one of each match." (missing in bold)
  • Page 55 - Appendix D's title is "Number of Rounds - Time Limits" and should simply be "Number of Rounds"
  • Page 55 - Text is cut off in 2nd paragraph of Appendix D. Currently says "d to use these rounds." Should say "Official Competitive and Master Tier events are required to use these rounds." (missing in bold)
  • Page 56 - Appendix E has links to Standalone versions of the RPG, CPG and TR, but there is currently no document that separates the CEG into these documents.
  • Page 57, the competitive policy guide has OrganizedPlay@FantasyFlightGames as the contact email. This should be updated to match the TR (page 56) and the RPG (page 92) which have [email protected]
  • Page 58 - Text is cut off. Currently says "powered to deviate from these guidelines." and should say "Only the Head Judge of an event is empowered to deviate from these guidelines." (Missing in bold)
  • Page 60 - section 2.2.3, final sentence in the last paragraph says "This further disincentivizes errors from making mistakes." and should say "disincentivizes PLAYERS from making mistakes"
  • Page 66 - has "Some abilities include the phrase “may” or “up to”. These abilities are optional and do not have to be resolved, and a player does not have to remind their opponent of these abilities."
    • This was intended for effects like Cad Bane - Hostage Taker (TWI), which says "When played: Capture up to 3 enemy units", but accidentally includes cards like Grand Moff Tarkin (SOR) "Search the top 5 cards of your deck for up to 2 imperial cards..." or Ezra (SOR) as well as Cad Bane - Hostage Taker's On Attack, which is a choice made by the opponent
    • I don't have clean language to revise this immediately, but something along the lines of: "Some effects use phrases like “may” or “up to,” indicating that those parts of the effect are optional and do not need to be performed. A player does not have to remind their opponents of these optional choices, except when the decision is made by a player who does not control the effect."
  • Page 67 - The second paragraph in 2.7 Backing Up should indicate that the Witch in the Mist (Hidden) was played this phase. "...their opponent's Witch of the Mist, which was played this round, only the last action...." (bold text is new)
  • Page 70 - The second sentence in the Mulligan Error remedy "If the error results in excess cards in a player’s opening hand after a mulligan, a number of cards equal to the excess are selected at random from the hand and shuffled into the deck." is redundant and contradictory to the first upgrade and should be removed.
  • Page 70 - Mulligan Error - the "Definition" header is italicized. The first Upgrade clause has an un-bolded E
  • Page 72 - Illegal Gameplay. Missing a "Leave as is" clause. New text should be added between paragraphs 2 and 3 in the Remedy.
    • "If rewinding or resolving an action now does not address the error without causing more disruption, the judge should consider leaving the game as is." Bold text is new.
  • Page 75 - Deck Error - Should have an additional example
    • D. A player is playing counterfeit cards, and is not aware that the cards are not authentic.
  • Page 79 - Outside Assistance "Upgrade" clause is not bolded
  • Page 86 - CPG Section 5.6 says "A player who offers or accepts one of these is actively undermining the system, not playing the game." It should explicitly also state that "A player who asks their opponent to concede is attempting collusion."
  • Page 86 - CPG 5.7 - Cheating: should have an additional example
    • G. A player is playing counterfeit cards, and is aware that the cards are not authentic and that they are not allowed in the event.
  • Page 87 - CPG 5.7 Cheating - Second paragraph says "that they are doing some illegal." and should say "that they are doing something illegal"
  • In several places, there are odd paragraph breaks - they are likely due to page breaks in the original document that were imported to the formatted document.
    • Page 37 - First two paragraphs in section 7.4
    • Page 38 - Second to last and third to last paragraphs on the page should be one
    • Page 55 - Last and second to last paragraph should be continuous. Period at the end of the second to last paragraph should be removed.
    • Page 58 - Second to last and third to last paragraphs on the page should be one
    • Page 76 - Section 4.3, second and third paragraphs in Philosophy should be one paragraph (and period deleted)
    • Page 82 - The word "meaning" is on a line by itself, with the rest of the sentence continuing on the next page - there is probably forced whitespace here
    • Page 91 - The word "ability" is on a line by itself, with the rest of the sentence continuing on the next page. - there is probably forced whitespace here as well

New Revisions

  • Table of Contents - Section 5 Header page number isn’t bolded, but is bolded for 5.1.1
    • Header for section 5.1 is missing in TOC
    • Tournament Regulations has two sections labeled 8.4. Timeliness and subsections should be 8.6
  • Page 7 - Links for creating UID and AsmoConnect Accounts don’t work
  • Page 25 - 5.2.5.5.B says “Competitive or Master matches” should say Competitive or Master tier Limited matches”
  • Page 27 - 5.4.3 - The last “E” in percentage should be bold
  • Page 41 - Implies that bribery can only happen between/is only prohibited between players, not all participants
  • Page 46 - Announced on 12/10 stream changes to pack contents for LAW. Card distribution in pack should be updated/revised.
    • In section 9.2.4.3, Rare bases now in the base slot is not addressed, and should be addressed before LAW.
  • Page 52 - Edit seating chart
  • Page 56 - For 541-952 players, Points needed for Day 2 Participation should be 18, not 21
    • In the asterisk, instead of “there is one fewer round of swiss (four instead of five)” it should say “there is one fewer round of swiss (three instead of four)
    • For player counts about 182, we don’t have appropriate day two rounds for limited events, which I believe were agreed to be multiples of three. This would lead to player count = day 1 rounds/day two rounds: 182-310 = 8/3 (instead of 7/4), 311-540 = 9/3, 541-953=7/6, 954+ = 8/6
  • Page 73 - in the last paragraph "a player who has committed Tradiness twice" should be Tardiness
  • Page 80 - Section 4.7. In philosophy it says "while some errors intentional" and should say "while some errors ARE intentional"
  • Page 86 - Section 5.6, Example B should read "during the first round of swiss A player" instead of "during the first round of swiss player"
  • Page 87 - Section 5.7, Example C is better phrased in present tense "A player notices" instead of "a player noticed"
  • Page 88 - Section 5.10 Philosophy - "they also come expecting their belongings to remain safe as well." also/as well is redundant. Uptdate to read "they also come expecting their belongings to remain safe."
    • Example C: "return it to it’s owner" should be "return to its owner"
  • Page 91 - Relaxed Policy Guide is called Relaxed Event Guide
  • General Formatting Feedback - having the three documents in one document can cause some confusion. Having separate files, or some indicator in the document (a footer with the document title, or a different border depending on TR/CPG/RPG) etc... could remedy this.
    • Having quicklinks in the table of contents (like the Comprehensive Rules) and “table of contents” links on each page (again like the CR) would be ideal
  • Page 69 - HCME - Note that cards returned are returned to randomized as appropriate
    • B. A player plays Recruit (SOR #123), searches the top five cards of their deck and draws a card without revealing it
      • Fix needs to be codified to re-resolve the affected ability
  • significant impact = changes the actions a player would take, not “changes the game state”
